Throttlestop limits greyed out

Checking my throttlestop, I have these in my Limit Reasons, but I am not sure what they mean and how to avoid them. I have also seen BD PROCHOT under core, but don't see a check on the PROCHOT 90°C in the main window. When the system is `idle' the chip will definitely use the Turbo multipliers, but as soon as it's loaded the power limit gets hit and turbo is history. =( C3 and C6 seem to be enabled; ThrottleStop is showing the cores going into them, but even with 20% C6 I'm still seeing ~89W on the X5650, and ~59W on an L5520 I swapped it out for.
